Situation Report on Post-2016 General Elections in Kasese District; February 18th, 2016, March, 17th 2016
Since the start of the electoral process in 2015, Rwenzori region has been faced with politically motivated conflicts characterized by sporadic violence whose main triggers included; ethnicisation of the electoral process, hate speeches on local radio stations and higher levels of commercialization of politics. These triggers increased public suspicion that the 2016 general elections were not going to be free and fair.

In reference to the February 18th 2016 presidential and parliamentary elections, peace and calmness by and large reigned on this voting day. Particularly in Kasese district, citizens witnessed sporadic tensions. Similar tensions again surfaced after the Local Council elections were conducted on 24th February 2016 in the Hima Town Council of Kasese district. RFPJ took note of the following incidents in Kasese district;
1. During the presidential and parliamentary vote tallying process, there was an alleged delivery of 2 ballot boxes at the district tally center by unknown persons unaccompanied by police. This delivery prompted community protests and in the process of police intervention to disperse angry crowds, a stray bullet killed a 13 year old boy by the name of Muzamiru. Further, the stray bullet injured three people identified as; Baluku Shaban 23 years, Jackson Masereka 25 years and Alinaitwe Annet 23 years who are admitted at Kilembe hospital.
2. There were several arrests of FDC party members by police immediately after presidential and parliamentary elections. Notably, police arrested the following FDC party members;
a) Mr. Magwara; arrested and detained at Kilembe police station on 02nd -03-2016.
b) Hosea a resident of Kizungu –Nyamwamba division; arrested in Muhokya on 02nd -03-2016.
c) Magwara, Ndyakurunji, Kimbesa Paul, Abdul Saad (who is the councilor of Maliba sub county) Kabunduma Ronald (who was also a candidate Bulembya division to the district council); all these were arrested and detained at Kilembe police station on 02nd -03-2016. All FDC who were members arrested were released on 03-03-2016 on police bond.
3. Loss of property was quite minimal apart from the Car that was destroyed on 03, March, 2016 in Katwe –Kabatoro .The ownership of the car was not clear disputed to belong to two individuals from different political camps who owned cars of the same make claimed that it is theirs that was destroyed.
4. On 10th March2016, security agencies killed 4 civilians by names of Kake Ezekiel, Bwambale Sajin, Wayakwa James and Kirerembwa Jokas, who allegedly attempted to attack armed police officers on patrol operation in Hima town council. During the scuffle, 4 security personnel were also injured and taken to UPDF 2nd division Hospital in Mbarara.
5. 13th March 2016, Saturday unknown people set ablaze the house of the GISO of Kyabarunga Sub County in Kasenyi village as well as houses of eight other persons, who are his relatives. They also torched butchery and a drug shop in the same area. The criminal gangs are being incited to target GISOs properties and his relatives, Crime Preventers and their properties in Kasese District.
6. On 13th March 2016, the Inspector General of Police Gen. Kayihura, issues a statement clarifying the whole security situation in Kasese district. ( View, IGP statement on RFPJ website )
7. On 15th March 2016 the same GISO of Kyabarunga Sub County in Kasenyi village, who had fled to Kasese town was attacked by unknown people who attacked him with machetes and is admitted in Kilembe hospital in critical condition.
8. On 16th–March 2016 Inspector General of Police IGP Gen. Kale Kayihura makes reshuffles in the police including changing the RPC of Rwenzori East, RPC Bob Kagarura. Also SPC Sam Odong has moved to Kasese Municipal Division as the DPC, SP Vicent Mwesigye has moved to Bwera as DPC from Kasese Municipal Division and ASP Jackson Maumbe who has moved from Hima –in Kasese district to the Directorate of Operations at Police headquarters.
